Ontario definitely already has that. The demerit limit is also lower for drivers without a full license (classes G1 and G2). But, like I said, it must be too lenient.

I don’t know the specifics, but I’d say that the experimental farm probably knows how their plants are going to fare in the shadow of a 33-storey building, which may cover the land for the majority of the day.
