Pretty sure they push numerous contradictory lies at the same time to keep their people confused and beleaguered. And they do it to dupe the brain-dead rubes in the West (like the one in the screenshot). I wish it wasn’t such an effective strategy.
Kind of. There are two benefits of throwing everything and the kitchen sink at the wall.

For starters, they get to see what sticks. If something is reposted elsewhere, they can begin to amplify that for the added credibility of 3rd parties posting the story. “Look, it’s not propaganda, these foreign news agencies are posting it too!”.

They muddy the waters making it hard to trust ANY information of the subject matter. A reader might end up believing every source is bullshit, but you know who are really good at spinning bullshit into yarn? The russian propaganda apparatus.
