Well, everything that isn’t Federation is a mess. In fact, if you think, the Federation screwed up with each and every major power in almost all quadrants of the galaxy. Plus, people said in this thread that redshirts are probably expandable due to earth’s overpopulation. Add that to colonies being attacked all the time and voilà.
